Abstract. The author investigates the modernization approaches and the practical standards of international bank regulation. In the article the basic condition of Basel II (International convergence of capital measurement and capital standards: a revised framework) and its influence on the bank regulation in the Russian Federation are examined.
In response to the bank crises of the 1990s and to the continuous criticism of Basel I, in 1999 Basel committee made the decision to develop the new, complex agreement about the sufficiency of capital. In 2004 “The international convergence of the measurement of capital and standards of capital: new approaches” was published. The document obtained completely acceptable structure – part I deals with the domain of its application; part II reveals the First component of Basel II – minimum requirements for the level of capital; part III represents the Second component of Basel II – real-time control; and part IV describes the third component of Basel II – market discipline.
