Abstract. The article describes the main features of the lawmaking activity and theory of lawmaking in the Republic of Belarus in comparison with the Russian Federation. The spectrum of issues include the publication of normative legal acts, organizational and methodological guidelines of lawmaking and research and evaluation of lawmaking, specificity of legal regulation within lawmaking activities; and the on-hand status of the institute of obligatory preliminary constitutional control over laws.
