Abstract. The legal claims by the territorial bodies of the Federal Service for Supervision of Natural Resources are characterized by serious specific nature: claim subject, claim grounds, peculiarities of executing the evidentiary base; it is predetermined by specific features of conducting cases on the compensation of environmental damage. The Federal Service for Supervision of Natural Resources is a special legal entity of protecting the right to favorable environment; its legal status in public ecological dispute is dual as it represents the interests of public legal body – the owner of natural resources – and at the same time it is an authority body protecting the constitutional right of citizens to favorable environment. The article focuses on the difficulties interfering the settlement of claim requirements of the Service about the compensation of environmental damage: detailed description of polluted object, calculation of damage cost.
