Introduction: the paper provides a comprehensive comparative law analysis of the legislative restrictions on civil rights imposed on internal affairs officers in the Russian Federation and the Kyrgyz Republic. The relevance of the study is determined by the necessity to find an optimal balance between the legitimate restrictions arising from the specific nature of law enforcement service and the need to ensure legal guarantees for the internal affairs officers themselves. Methods: the methodological framework is based on the comparative law, formal legal, historical legal and systemic research methods. Results: the study identifies both common approaches to establishing key restrictions (such as the prohibition of entrepreneurship and strikes) and significant differences in the regulation of the civil rights of internal affairs officers in the two countries under consideration. Conclusions: the author formulates specific proposals for improving the legislation of the Russian Federation and the Kyrgyz Republic. These proposals concern the liberalization of the permit-based procedure for traveling abroad; the development and legislative establishment of a system of compensatory mechanisms for the imposed restrictions; the enhancement of the legislative level of procedural guarantees; and the unification of approaches to regulating restrictions within both states.
