Introduction: а monetary penalty is one of the forms of criminal procedural liability applied in cases of noncompliance with procedural obligations by participants in criminal proceedings. Despite the extensive regulation of this form in Article 117 of the Criminal Procedure Code of the Russian Federation, the range of grounds for its application remains limited in practice and requires theoretical understanding. The relevance of the research is determined by the need to systematize specific cases of imposing penalties, identify gaps in the legal regulation, and distinguish between procedural violations and abuse of rights. Purpose: to examine specific cases of imposing a monetary penalty on participants in criminal proceedings, systematize general and special grounds for applying this form of criminal procedural liability, identify problems in law enforcement practice, and propose directions for improving the legislation. Methodology: the research methodology is based on the formal legal method, the analysis of the norms of the Criminal Procedure Code of the Russian Federation, the study of judicial practice, a comparative legal approach, and the method of systematic interpretation of procedural norms. Results: the study identifies general grounds for imposing penalties (failure to appear, giving false testimony, and violation of duties by an expert or interpreter) and special grounds (non-fulfillment of obligations by a surety, a person supervising a minor, or a juror). Specific gaps in the regulation of procedural obligations of certain participants in criminal proceedings have been identified. Conclusions: the conducted research allows for the systematization of grounds for applying a monetary penalty and formulating proposals for improving the provisions on a monetary penalty.

Key words: criminal procedure law, criminal procedural liability, sanction, monetary penalty, criminal procedural offense.
