Introduction: the right of convicts to education is an integral part of the system of protection of human rights and freedoms and a key tool for the social adaptation and re-socialization of persons serving sentences. The paper discusses the issues of providing persons sentenced to imprisonment with wider access to education in the penitentiary environment through the use of distance learning technologies. The importance of implementing an innovative educational policy in places of detention is investigated. It is proved that in modern Russian realities, the realization of the right to education faces numerous limitations and obstacles that require an integrated approach to overcome them. As a result a detailed analysis of empirical data, foreign experience and the opinions of legal scholars, it is concluded that the use of distance learning technologies can significantly expand convicts’ access to quality education, but requires updating the regulatory framework that protects the rights and safety of all participants in the educational process. The proposed prospects for the development of the educational system for convicts are related to the improvement of the Penal Enforcement Code of the Russian Federation and the federal law “On Education in the Russian Federation”, the expansion of the use of digital technologies and the development of distance learning, which will increase motivation, improve the quality of educational programs and ensure wider access to education in the penitentiary environment. The development and implementation of a comprehensive system of measures to improve information literacy among convicts will make it possible to effectively integrate distance learning technologies into the penitentiary system. This approach will not only expand access to education, but will also be an important step towards the successful rehabilitation and preparation of convicts for life in a modern digital society.
