Introduction: against the background of the worsening crisis of migration policy in developed countries, the subject of special scientific interest is the identification and study of the conceptual foundations of the social integration of migrants in host societies. As a socio-legal concept, integration reflects the practical efforts of the state to develop and implement effective strategies for the inclusion of migrants in society. It seems that the main goal of various social integration programs is to achieve a “unified society,” whose strengthening and protecting is one of the objectives of the current national security strategy. Nevertheless, it must be recognized that sufficient attention is not paid to the conceptual elaboration of ways and methods of legal support for the idea of “internal unity” in Russian scientific legal thought. The purpose of the study is to review the history and modern ideas about the methods of social integration in foreign and domestic scientific thought for the subsequent theoretical development of the idea of “unity” of the Russian people. Methods: when writing the paper, the comparative law research methods and the analysis and synthesis of the current state of migration processes in the countries with the largest number of incoming migrants were used. The use of the formal legal method made it possible to identify the features and the current state of their legal status. Results: the data reviewed indicate an increase in restrictive trends in legal regimes for incoming migrants, whose constant influx is considered a threat to national security and requires tougher measures to strengthen stability at the state borders in contrast to recent globalist trends. Conclusions: the signs of successful integration of migrants are the reduction of social, economic, and cultural differences between them and the population of the host country. The social integration of migrants cannot be considered as a one-sided process; the state needs to make efforts to adapt not only the arrivals but also the society hosting them. The current global policy in the field of social integration of migrants can also be compared with the fluctuations of the pendulum from the provision of broad programs for social integration to the tightening of the regime of entry and stay of foreign citizens in the country against the background of the growth of illegal migration. As evidenced by the domestic experience of uniting different peoples into a single society, the basic element of the state program of social integration should be the conceptual foundations of state policy to preserve and strengthen traditional Russian spiritual and moral values. Otherwise, the risks of social isolation and the formation of migrants’ enclaves that threaten the stable functioning of the state increase.
