Introduction: a comparative analysis of the legislation of the republics – constituent entities of the Russian Federation – allows concluding that the coat of arms, flag, and anthem of the republics are most often combined by the general term “symbols.” However, the designation of the generic affiliation of symbols in legislation may vary – for example, in the constitution, the flag is called a state symbol, while in the law on the state flag, it is referred to as the main one or not at all classified as a symbol of statehood, etc. The purpose of the study is to establish the terminological features of the legislation on state symbols in the republics – constituent entities of the Russian Federation. Discussion: possible variants of the legal terminology in relation to symbols of statehood are typified in the work using the category “terminological series.” The paper proposes a classification of terminological series into complete and incomplete ones. The full terminological series means that every element of symbolism – the coat of arms, the flag, and the anthem – is necessarily reflected in the constitution and in the laws of the republic as symbols of a certain kind. An incomplete series is found in the legislation of those republics where the characteristics of all symbols or of one particular one are missing either from the constitution or in a specific law. In addition, the terminology of the legislation of some republics may differ from the constitutional definitions. In this case, the terminological series is inconsistent. Results and conclusions: the classification of terminological series has made it possible to divide the legislation on symbols in the republics into four groups: the legislation with agreed terminological series (complete or incomplete), and the legislation with inconsistent terminological series, either complete or incomplete. The last two groups require special attention from the legislator, as inconsistencies can escalate into a conflict.
Key words: republics – constituent entities of the Russian Federation, constitution, symbols of statehood, coat of arms, flag, anthem, law on symbols, legal technique, terminological series.
