Introduction: one of the key worldviews of the resurgent state ideology of Russia is the idea of a statecivilization, which acted as the doctrinal basis of the Concept of Foreign Policy of the Russian Federation. According to a number of scientists and politicians, it is the state-civilization that will become the main political form of a multipolar world. However, there is still no consensus in the scientific literature on the content of this concept and its qualification features. Methods: the methodological framework for the research is the civilizational approach in combination with the general scientific and special methods of cognition: system analysis, synthesis, induction, deduction, comparative, historical and legal. The scientific novelty of the paper lies in the fact that it identifies and analyzes the political and legal features of the state-civilization, as well as identifies some methodological approaches for further research on this issue. The results of the study consist in establishing the continuity of modern civilizational states in relation to the great empires of the past and determining the unity of their political and legal nature with the imperial form of organization, which determines the specificity of their common features. Conclusions: the state-civilization has almost all the features of classical empires, with certain deviations and variations caused by the processes of the decline of globalization and the formation of a multipolar world. But its genesis has not yet been completed, therefore, the author’s characteristic of the state-civilization can only be considered as its basic, typical model, in whose relation its specific modifications may approach or move away depending on the prevailing market conditions and their own distinctive features.
