Abstract. An attempt to reveal and consider actual problems of legal regulation of differentiation of powers between levels of the power concerning natural objects is undertaken. The specificity of the legal status public legislative formations in relations of the use of natural objects is defined. The civil law mechanisms regulating the relations of the public property are considered.
