Abstract. This article provides a brief description of current approaches to the problem of human rights for example, legal understanding of torture and other inhumane treatment or punishment. The article shows the problems of legal regulation of rights and freedoms of man and citizen, which is manifested in the negative impacts of the population of their rights in the field of human security. It shows the significance of the situation with the prohibition of torture and other inhuman treatment or punishment in the Russian Federation.
