Abstract. The article presents some factors for defining the mechanism and size of indemnification for moral harm to victims of terrorism as being based on rationality and justice requirement, individual psychological features and financial status of the victim of terrorism. The author makes some offers on legislation implementation in the aspect of compensation size for moral harm.
