Introduction: the Chief Editor’s note is devoted to interpretation of the socio-economic transformations of the Russian State, which are associated with the development of innovative post-industrial society, its informatization, digitalization of the economy and all spheres of social life of a modern person. The author points out that the indicated processes are really tangible both in everyday life and by business entities conducting their complex economic activities based on general and industrial legal relations in the field of work, services, etc. It is noted that the main characteristics of an innovative post-industrial society include the high level of computer technologies development, which provide citizens with access to reliable sources of information, the high level of production processes’ automation, the formation of such information technology as digitalization. The need to ensure these processes is justified in the official appeals of the government and statesmen in mass media. Law scholars take active part in interpretation of these processes, which must acquire sufficient regulatory frameworks from the law, designed to streamline the developing social relations. Results: the author lists, classifies and analyzes a set of policy documents of a strategic nature, as well as regulatory acts issued in this connection today. The available theoretical and scientific fundamental approaches are systematized. The results of the consolidated analysis of the current regulatory and theoretical framework, the prerequisites for their formation, the role of law in ensuring these processes, as well as its primary tasks, which are caused by the response to the challenges of the innovative hightech and information development of the Russian State serve as conclusions and a prologue to the main topic of the current issue “Innovative Russia 2018: Law and High Technologies”.
