Abstract. The article is dedicated to the problems of the evolution of social function of the state and legal status of an individual in the Russian Empire. The influence of the social activities of the state on the development of human rights is analyzed. Considered adopted in the study period the main normative acts in the social sphere and normative acts establishing human rights of the presented time period are under consideration.
