Introduction: the state as a political and legal institution has the form of a structurally and functionally complex developing system with a variety of regulators of the social activity. And the most difficult and at the same time the most universal among them is law. In the framework of a major social organization there inevitably appear conflict situations, various kinds of legal anomalies which need to be addressed, because otherwise, there can be the destabilization and even the collapse of the system. In general, the dynamics of the collapse of the objective and subjective normative and axiological structures, accompanied by the weakening of their socializing and regulatory functions, is found in any social system, especially in such a large one as a socially state system. However, the active and concerted efforts of a law enforcement nature should not allow this possibility to pass into reality. The authors’ aim is to consider the role and place of the law enforcement agencies in resolving the legal and social conflicts of the society. Methods: the study is based on the methods of historical and legal analysis of objectivity and consistency in the study of the institutions of the state, law and society. Results: the analysis of the existing points of view in the work allows us to draw a conclusion on the necessity of a broad understanding of the law enforcement, which also includes remedy as one of its types. Thus, it is necessary to agree with those researchers who point to the need to separate the sphere of protection of the existing legal order as an independent social sphere. Conclusions: the study of the place and role of the law enforcement in the state-organized society allows us to emphasize the main tendency of the increasing interaction between the public (jurisdictional) law enforcement agencies and the civil society institutions in the process of protection (maintenance) of law and order, as well as the internationalization of law enforcement.
Keywords: law enforcement, state, society, social stability, civil society institutions.
