Introduction. The quantity and scale of distribution of the crimes connected with human trafficking demands the complex and system analysis for the purpose of development of measures of counteraction from public authorities, the non-state organizations and institutions. At the same time, neither the Criminal of the Republic of Tajikistan nor other acts regulating the problems of counteraction to human trafficking, there is nothing certain. In this regard in the work the purpose of improvement of the legislation regarding a regulation of the specified crimes and lawenforcement practice is set. For achievement of this purpose the authors used the methods of scientific knowledge: comparative and legal, system, analysis and synthesis, historicism method, functional method. Results. For complex and system impact on crime, in particular on human trafficking, first of all, the reasons and conditions of commission of these crimes are established, and also tasks and functions of the interested ministries and departments, their managements and departments in counteraction to human trafficking are defined, respectively, to organize effectively the activity of all public authorities in this direction. Conclusions. The interdepartmental commission owing to the status and appointment is authorized to exercise the general control for activity of all subjects designed to counteract human trafficking. The separate ministries and departments, owing to limitation material, financial, personnel and functionality, cannot carry out the general guide to all directions of fight against human trafficking.
