Abstract. The state and its function are discussed in the given article in the social aspect, namely, the state should provide a decent standard of living, including housing.
Implementation of the social functions of the state is the criterion for determining assessment decent standard of living, including housing. Each state chooses a variety of civillegal, organizational and structural funds for the realization of social function. The author determines discussion questions about the concepts of “social policy” and “social state”. 
The article defines the purpose of the social function of the state and its partial implementation due to the state housing policy. We consider the principles of housing law sociality, which formation is caused by social housing policy in Russian.
The author defines the implementation problem of the social housing principle and proposes the housing legislation development in the direction of housing law socialization strengthening, namely the introduction of the new Russian Federation Housing Code, which will be classified and separated by regions of the housing rights of all citizens who have social support from the state.
