Abstract. The article is devoted to the legal regulation of export activities of Russia in the energy sector as the industrial foundations of society in the 21st century and key sectors of the economy of the Russian Federation. The author studies the policy measures in the field of Russian foreign energy policy, aimed at the most efficient use of the energy potential of the country. The complex and branch legal regulation of foreign trade of energy resources are determined. It is noted that energy resources are extracted from the subsoil, acquire legal status of the goods, which may be involved in foreign trade. The article contains the conclusions regarding the adjustment of existing legislation in the field of solid foreign trade of energy resources in the context of Russia’s accession to the WTO. The author considers the idea of creating a new universal international legally binding instrument, the parties of which will be represented by all major producing countries (exporters), transit countries and consumers (Importers) of energy and that will cover all aspects of foreign energy cooperation. The author criticizes the unsystematic and fragmentary state of the complex regulatory and legal framework in the field of foreign trade of energy resources. It is noted that the legal framework of the country needs to create a comprehensive legal framework that would regulate not only the treatment of primary energy sources, but also the service sector in the various sectors and the sale of certain types of fuel, produced from raw materials.
