Abstract. The present article deals with the legal and organizational problems of cultural development and art in Russia. The international documents, the domestic legislation devoted to preservation and distribution of cultural values, as well as the opinions of the leading researchers in this area are analyzed. The article contains the author’s vision and the solution of the actual problems interfering esthetic education and spiritual self-improvement of citizens.
