Abstract. This article represents the changes in the interpretation of the concept of electronic state (government). The changes are connected with the evaluation of its social meaning. The notion of electronic government was originally considered in the political and legal scope. The political and ideological interpretation relates to this issue with an open society ideas, as well as freedom of information. Currently dominated by the functional and instrumental approaches, e-government is treated as a management strategy: digital control or service state (information services and Internet services of the state). Despite the differences, there is a common understanding of the content of this: technology priority; business standards apply to the field of communication as well as on the scope of public administration. This is absolutisation of managerial approach to the ideology. The most paradoxical idea of the power of democracy, as it returns to the ideologies of open society.
