Abstract. The article deals with the development of the concept “protection”, which was fixed for the first time in the acts of the Russian law. Today this concept serves as the content of the constitutional norms. The authors explain the conclusion that the present concept is the starting premise of security activity, which is manifested in the sphere of legal regulation as a function of the state and as the activities of participants in civil commerce, aimed at protecting the individual objects of civil rights against unlawful.
Based on the synthesis of elements of private security activities and criteria of entrepreneurship, the authors determine the entrepreneurial content of security activity as a specialized, commercial activity of commercial (security) organizations aimed at ensuring security of objects of state protection from unlawful attacks and carried out on a contractual basis.
