Abstract. Some changes of the social legislation in the Russian Federation are analyzed in terms of a providing a citizen with social rights. Special attention is paid to some problems in the guarantee of the aforementioned rights. The conclusion is made about the necessity of a wider comprehension of these rights in the course of forming-up a social welfare state in Russia.
