Abstract. The article analyzes the current problem of understanding the administrative process in the Russian juridical science. The author analyzes the main approaches to solving this problem including the conceptions of management, jurisdiction and justice. The analysis of these approaches leads to the conclusion that in terms of integrity, unity and development prospects of the administrative process in the system of procedural law, understanding the judicial activity is the most preferable way. In the administrative process the mechanism aimed at ensuring legality of executive authorities is implemented. Judicial activity on the control of the decisions and actions by the state and municipal administration, i.e. administrative justice plays the role of such mechanism. The planned reform of arbitration courts is an opportunity to initiate the formation of administrative justice in the framework of the renewed judicial system.
