Abstract. It should be noted that today the innovation activity acts as a strategic vector of modernization and accelerated dynamics of the Russian state development. It is obvious that the stimulation of innovative entrepreneurship demands, first of all, the development of high-quality regulatory framework for regulating basic concepts and types of state support of innovative business activity, and in particular, small and medium enterprises as the most deeply involved in the field of innovation management. The article explains the author’s position concerning the allocation of two basic forms of state support for small and medium-sized innovative businesses – financial, organizational and injunctive.
