Abstract. The article presents the complex historical and legal analysis of the issues concerning the organization and activity of the Soviet armed forces on fight against internal counterrevolutionary military actions in 1917–1920. The research work represents the attempt to give the detailed characteristic of the troop formations of special purpose put on the guard
of domestic interests of the Soviet state. The article reveals the regulation and practice of forming the military divisions of the extraordinary commissions, food bodies, communication lines and so on. On the basis of historical and legal method the author reveals the organizational and legal bases of formation and activity of domestic protection armies of the Soviet state, which served as a prototype of currently acting Russian internal troops.
