Abstract. The article deals with the issue of legal content of the principle of natural resources availability at a fee and forms of its realization in the law enforcement practice. By means of the analysis of the legal institute of natural-resource payments the author reveals the forms of implementing the principle of natural resources availability at a fee in naturalresource relations and their difference from the forms of implementing this principle in the ecological legal relations. The environmental legislation includes the principle of natural resources availability at a fee, which is implemented through collecting fees for the use of natural resources and aimed at the environment protection. The legal content of environmental payments varies as well as the functions of the corresponding institute. The principle of natural resources availability at a fee is considered in this work as the interdisciplinary principle of natural-resource law. The acts of land law, water law, forest law, mining law, faunistic rights imply the natural-resource payments which are analyzed and systematized in this article. The system of land payments will be reformed in the near future, and the land tax will be replaced by a single tax on real estate.
