Abstract. The article is devoted to the analysis of the rules of municipal law-making technique. The author justifies the relevance of this study. The author presents the scientific approaches to the definition of sources and forms of law, gives their classification and considers the problem of correlation of these concepts. The author analyzes the meaning of discussive law “On Regulatory legal acts in the Russian Federation” as a possible juridical source of lawmaking rules. The author reveals the specificity of regulatory acts as sources of municipal. The Federal law “On general principles of organization of local self-government in the Russian Federation” is subjected to the comprehensive review as it has crucial relevance for the system of regulatory legal acts. The analysis of three groups of rules allocated in the law “On General Principles of Local Self-Government in the Russian Federation” allowed determining these rules as procedural.
