Abstract. In the article the author briefly describes the process of cyberspace formation and e-democracy development in recent years. The author argues that e-democracy as a phenomenon of the modern world must be investigated in the context of wider category of democracy. He explains two major paradigms of interpretation both of democracy and edemocracy. In conclusion the final definition is given on the basis of main features essential to e-Democracy.
